    Wake no Kiyomaro

    和気清麻呂

    Overview

    Wake no Kiyomaro (733–799) came from Bizen, in present-day Okayama. His sister Hiromushi served close to the sovereign Kōken, later Shōtoku; by 765 he was a junior palace guard officer, rewarded after the defeat of Fujiwara no Nakamaro. Court service placed a provincial family inside disputes over authority and the succession. [S01]

    In 769, Shōtoku sent him to Usa Hachiman shrine in northern Kyushu after a reported oracle favoured the monk Dōkyō’s accession. Kiyomaro returned with a contrary message supporting a successor from the imperial line. Dōkyō did not become emperor, and Kiyomaro was exiled to Ōsumi, in southern Kyushu. The mission and punishment stand apart from the disputed intentions behind the first report. Later accounts made him an exemplary loyal subject, sharpening a complicated episode into a moral contest.     Recalled in 770 under Kōnin, Kiyomaro subsequently worked for Kammu on civil administration and capital construction. In Settsu, around Osaka, he attempted a diversion of the Yamato River; the project was interrupted. He also helped build Heian-kyō and compiled administrative precedents for the Ministry of Civil Affairs. He died in 799. These later duties required practical knowledge of government, extending his life’s work beyond the celebrated shrine mission. [S01, S02]
