Overview

Map: GSI Japan Central Sapporo preserves a sequence of colonial administration rather than one intact Kaitakushi compound. Ainu communities, travel routes and water-based livelihoods preceded the Meiji state. The Kaitakushi selected Sapporo as a governing center, built its headquarters in 1873, and reshaped land, industry, education and movement until the agency was abolished in 1882. That wooden headquarters burned in 1879. The red-brick office completed in 1888 belonged to its successor, the Hokkaidō Government, while the nearby Clock Tower survives from the Kaitakushi's Sapporo Agricultural College.
