Hikone Castle began in 1604 and reached its mature early modern form over about twenty years. Its strongest historical value is systemic survival. Within the middle moat, the plan formed by stone walls, inner water defenses, gates, climbing approaches, compounds, turrets, and summit keep remains unusually clear; lower palace and garden zones extend the story beyond fortification. The outer moat and parts of the castle town were altered after the feudal period, so the modern city does not reproduce the original enclosure intact. Even so, the Special Historic Site allows the relationship between defense, residence, administration, and controlled movement to be read with far less conjecture than at a castle represented chiefly by reconstruction.
